Abstract
The National Community Health Framework (NCHF) 2023–2030 sets Malawi’s strategic direction for strengthening community health as an integral component of Universal Health Coverage and the Health Sector Strategic Plan III. It builds on lessons from the previous National Community Health Strategy and addresses persistent challenges such as inadequate financing, workforce shortages, weak infrastructure, and fragmented service delivery. The framework emphasizes integrated, culturally acceptable, and scientifically sound health services delivered at the community level to improve health outcomes and socio-economic well-being. The NCHF introduces seven thematic areas: service delivery, human resources, information and communications technology, supply chain and infrastructure, community engagement, leadership and coordination, and community health financing. Key interventions include scaling up integrated delivery of the Health Benefits Package, recruiting and training community health workers, expanding digital health systems, constructing health posts and housing, and improving transport and supply chains. It also prioritizes inclusive approaches targeting vulnerable groups, gender equality, and disability-friendly infrastructure. Community engagement and social accountability mechanisms are central to the framework, alongside strengthened leadership at national, district, and community levels. Financing strategies aim to mobilize predictable resources through government, donors, private sector partnerships, and community contributions. The total estimated cost for implementation is MWK 580.6 billion, with human resources and infrastructure as the largest cost drivers.
