Abstract
The National Electrification Strategy (NES) is a sectoral framework designed to operationalize the priorities of the National Energy Policy (NEP) 2018. It clarifies the roles and responsibilities of government, the private sector, development partners, and other stakeholders in advancing electrification in Malawi. The NEP 2018 provides the overarching goal of expanding access to affordable, reliable, sustainable, efficient, and modern energy for all. It also emphasizes strengthening institutional and regulatory frameworks to support energy access and create an enabling environment for stakeholder participation. This includes promoting investment, public-private partnerships, independent power producers, and the development of both grid and off-grid renewable energy solutions. Modern national electrification programs use multiple approaches to expand electricity access. These include grid densification or intensification in already served, high-density areas; grid extension involving medium-voltage lines, transformers, and new connections; mini-grids that provide isolated generation and distribution systems for communities not economically viable for grid connection; and standalone systems such as solar home solutions. Grid densification is typically applied in densely populated areas, while grid extension, mini-grids, and off-grid systems target underserved, low-density regions.
The principal objective of the NES is to define a national, inclusive approach to rapidly expand electricity access for households and businesses at acceptable service levels and quality standards. It sets out the means and processes through which electrification activities will be organized and implemented by responsible agencies and stakeholders. Structured by priority, the ten themes guiding the NES include: (i) defining roles and responsibilities of implementing agencies and key stakeholders in national electrification; (ii) establishing capacity-building programs to strengthen institutions across the electrification value chain; (iii) setting minimum service levels to track electrification progress; (iv) adapting legal and regulatory frameworks to support off-grid business models, licensing, service standards, duty exemptions, and related provisions; (v) scaling up off-grid electrification to significantly increase national coverage; (vi) identifying and quantifying power supply constraints affecting electrification expansion; (vii) using a least-cost geospatial platform to develop integrated grid and off-grid expansion plans for short-, medium-, and long-term targets; (viii) adopting lower-cost technical and design standards for grid expansion; (ix) promoting affordable access to electricity for both grid and off-grid users; (x) developing a financing strategy to support electrification goals.
The attributes of the NES are organized under the following 4 programmatic pillars (1) institutional, (2) policy/regulatory, (3) technical/planning, and (4) financial. The institutional pillar defines the roles and responsibilities of implementing agencies and stakeholder institutions, and establishes comprehensive training and capacity-building programs across the electrification value chain. The policy/regulatory pillar sets minimum service standards, develops regulations and quality-of-service requirements for off-grid systems, and supports the scaling up of off-grid electricity access. The technical/planning pillar addresses three key areas: assessing power supply deficits to guide grid expansion, establishing a master planning framework, and developing low-cost grid design solutions. The financial pillar focuses on promoting affordable access to both grid and off-grid electricity services and developing a financing plan to support NES implementation.
