Abstract
The National Aquaculture Development Plan (NADP) (2025–2030) provides a framework for the development of Malawi’s aquaculture sub-sector, aligned with the Malawi 2063 Vision and its First 10-Year Implementation Plan. The Plan aims to guide public and private stakeholders in increasing aquaculture production, improving value chains, and strengthening institutional and policy frameworks.
The overall goal of the Plan is to sustainably increase fish production from aquaculture by small- and large-scale enterprises. A key target is to expand production from approximately 10,000 metric tonnes in 2024 to 100,000 metric tonnes by 2030.
To achieve this, the Plan defines seven priority areas: (i) aquaculture governance; (ii) sustainable aquaculture production; (iii) research, technology development and dissemination; (iv) gender-responsive supply chains and value chains; (v) capacity strengthening; (vi) climate-smart aquaculture; and (vii) monitoring, evaluation and learning. These areas include measures to support commercialization, promote best management practices, expand infrastructure such as hatcheries and feed production, strengthen farmer organizations, and integrate aquaculture into national food systems.
The Plan proposes implementation through phased activities, supported by government funding, public–private partnerships, and development partners, and includes provisions for human resource development and institutional coordination. It also establishes a monitoring and evaluation framework with defined indicators and reporting mechanisms.
Overall, the NADP sets out policies, strategies, and actions intended to guide the sustainable growth of aquaculture in Malawi and its contribution to food security, livelihoods, and economic development.
