Abstract
The Act establishes the Public Procurement and Disposal of Assets Authority and provides for its functions, powers, membership, finance, etc. Part 3 clarifies responsibility of Controlling Officers, and provides for the establishment of the Internal Procurement and Disposal Committees, Procurement and Disposal Units and ad hoc Evaluation Teams.
Part 4 enunciates principles of public procurement and disposal of assets. All public procurement proceedings shall be conducted in a manner which promotes transparency, accountability, non-discrimination, fairness, open competition, anonymity, economy, efficiency and responsiveness to modern information and communications technology. All disposal proceedings shall be conducted in a manner which promotes transparency, accountability and fairness, to maximize competition and achieve value for money. Moreover a bidder shall not be excluded from participating in disposal on the basis of nationality, race, religion, gender or any other criterion not related to qualification, except to the extent provided for in this Act. Part 5 and 6 regulates procurement and disposal methods and procurement and disposal planning and proceedings. Part 7 clarify eligibility criteria of suppliers and bidders.
