Abstract
The Act concerns installation and maintenance of electricity generation (including generation from renewable sources) and distribution facilities in rural areas and for this purpose establishes the Rural Electrification Management Committee. The objectives of the Committee shall include: (a) to ensure that the majority of the Malawian population in peri-urban and rural communities have access to efficient, sustainable and affordable energy; (b) to prepare annual rural electrification programme(s) and advise the Minister and to ensure the efficient and effective implementation of rural electrification programmes; (c) to promote rural electrification and act as a source of technical, commercial and institutional advice in rural electrification matters. The Act establishes also the Malawi Rural Electrification Fund, which shall be administered by the Committee. The Act provides with respect to licensing of rural electrification activities by the Malawi Energy Regulatory Authority.
