Abstract
The National Climate Change Strategy is the guiding instrument of the national climate change policy, both in the medium and long-term, to face the impacts of climate change and to transition towards a competitive, sustainable low-carbon economy. It describes the strategic lines of action guiding policies of the three government levels. It also aims to encourage social participation and co-responsibility. More broadly, the long-term climate strategy aims to address climate change along with national priorities.
The Strategy contains six cross cutting issues that set the foundation of climate policy in the country, both for adaptation and mitigation. Among these issues it is worth noticing: implementation of a platform for research, innovation, development and adoption of climate technologies; promoting the development of a climate culture; implementation of mechanisms for Measurement, Reporting and Verification (MRV) and Monitoring and Evaluation (M&E).
The strategy includes actions aimed at sustainable practices in the agricultural sector: develop tools to promote sustainability and emission reductions in agriculture; reduce environmental threats aggravated by climate change; integrated restoration and management of hydrological basins.
The strategy seeks to increase the resilience of livelihoods to disasters. To this end, in the field of adaptation it sets out actions to promote social vulnerability reduction as well as to reduce the vulnerability and increase the resilience of strategic infrastructure and production systems. In the field of mitigation, the strategy lays down measures and actions to: accelerate clean energy transition; ensure energy efficiency and sustainable consumption; reduce emissions of Short-Lived Climate Pollutants with high co-benefits in health and well-being.
