Abstract
This Protocol amends the Agreement Between the Government of the United States of America and the Government of the United Mexican States Concerning the Establishment of a Border Environment Cooperation Commission and a North American Development Bank so as to improve the operational efficiency and functional coordination between the Border Environment Cooperation Commission (BECC) and a North American Development Bank (NADB); to increase grant resources for environmental projects in the U.S.-Mexico border region; and to expand the reach of the NADB-BECC operations. The Introduction and the Articles of the Charter are amended as set out in the text contained in Appendix I hereto, which shall be an integral part of this Protocol. The Annexes of the Charter are replaced by the Annex contained in Appendix II hereto, which shall be an integral part of this Protocol.
