Abstract
The Sectoral Programme of Environment and Natural Resources (PROMARNAT) is a sectoral programme with national coverage addressing the protection environment and natural resources in Mexico with a duration of five years (2013-2016), and it is aligned with the National Development Plan 2013-2018. PROMARNAT has the following objectives: 1) to promote and facilitate sustained and sustainable low-carbon growth with equity and social inclusion; 2) to increase resilience to climate change impacts and to reduce emissions of compounds and greenhouse gases; 3) to strengthen the integrated and sustainable management of water by ensuring water and ecosystems access to people; 4) to restore the function of watersheds and landscapes through conservation, restoration and development of natural heritage in sustainable manner, 5) to halt and reverse loss of natural capital and pollution of water, air and soil; and 6) to develop, promote, and implement policy instruments, information, research, education, training, participation, and human rights to strengthen environmental governance.
PROMARNAT takes a gender-sensitive approach to address hunger, food insecurity and malnutrition. It seeks to take affirmative action to increase the participation of rural women in food production projects. In addition, it will make efforts to ensure availability of adequate and accessible water to the whole population, and to ensure the availability of water for food security.
PROMARNAT aims to promote and facilitate sustained and sustainable low-carbon growth with equity and social inclusion through the development and implementation of good environmental practices in the agricultural, forestry and fisheries sectors; the promotion of efficient and sustainable management of natural capital and strengthening of environmental stewardship; and the increase productivity of water use in agriculture. In addition, it will seek to generate compliant financial instruments to address the needs and capacities of the agricultural production sector through the modernization and expansion of hydro-agricultural infrastructures, as well as through the development of family farming and urban agriculture for home consumption.
The Programme also seeks to promote sustainable use of natural heritage in priority areas for conservation and with people in poverty and marginalization; and guarantee the right to water and healthy environment as well as in the mitigation of the effects of climate change that affect the poor and most especially women. In addition, it will seek to contribute to the regional economy based on sustainable production and conservation of ecosystems and its environmental services; and to boost production, tourism and environmental conservation projects especially for indigenous women and the rural population. Lastly, it also seeks to build new infrastructure and wastewater treatment collectors and promote alternative sanitation in rural areas.
Further PROMARNAT seeks to establish comprehensive programmes aimed at raising the productivity of farmers, especially small producers; and to promote entrepreneurship and productive and technological upgrading of enterprises, with a focus on micro, small and medium enterprises.
This instrument seeks particularly to increase resilience to climate change impacts and to reduce emissions of compounds and greenhouse gases. In addition, it seeks to incorporate gender into the detection and mitigation of risks, the attention to emergencies, and reconstruction or natural and manmade disasters; as well as to identify social vulnerabilities of gender prevention and mitigation of natural and manmade disasters. Also, it calls for the incorporation of cultural and gender perspectives in the use of land and natural resources in areas affected by natural disasters. Lastly, it will seek to ensure integrity and human rights of women and girls in shelters of people affected by disasters.
PROMARNAT takes a comprehensive governance approach that focuses on the development, promotion and implementation of policy instruments, information, research, education, training, participation, and human rights to strengthen environmental governance. To this end, it seeks the cooperation between all governmental and social actors involved in the protection and conservation of the environment in order to meet its goals of green growth with social inclusion.
