Abstract
This Malaysia Productivity Blueprint is a comprehensive framework designed to enhance national productivity and drive economic growth. It underscores the vital role of productivity in fostering development and outlines key strategies, including the integration of technology and innovation, the impact of government policies, and sector-specific improvements. Key strategies include (i) building a Future-Ready Workforce: Reducing reliance on low-wage, low-skilled labor and implementing national strategic workforce planning; (ii) driving Digitalization and Innovation: Encouraging technology adoption and digital transformation, particularly among SMEs through e-commerce and innovative tools; (iii) making Industries Accountable: Aligning funding mechanisms with productivity metrics, reducing dependence on non-essential subsidies, and incorporating productivity targets into financial processes; (iv) creating a Robust Ecosystem: Streamlining regulatory constraints through a whole-of-government approach and establishing accountability for regulatory reviews; (v) strengthening Implementation: Establishing a cohesive governance model and launching a nationwide productivity movement to ensure effective execution.
The document outlines a comprehensive approach to enhancing productivity at national, sectoral, and enterprise levels. Chapter 3 focuses on five strategic thrusts, including building a future-ready workforce by increasing the proportion of high-skilled workers and reducing dependence on low-skilled labor, driving digitalization and innovation by promoting technology adoption among enterprises, making industries accountable for productivity by linking subsidies and incentives to measurable outcomes, creating a robust ecosystem by addressing regulatory constraints and improving the business environment, and ensuring strong implementation through effective governance and coordination mechanisms. Chapter 4 delves into sector-level initiatives, emphasizing tailored strategies for key sectors such as manufacturing, services, and agriculture to address unique productivity challenges. It also highlights the importance of identifying and supporting industry champions to spearhead productivity enhancements within their respective sectors. Chapter 5 shifts focus to enterprise-level initiatives, providing individual enterprises with guidance and resources to improve productivity. It also stresses the need for enterprises to adopt productivity tracking systems and implement continuous improvement measures.
