Abstract
This Roadmap towards Zero Single-Use Plastics is a comprehensive nationwide sectoral document with the following objectives (i) offering a clear policy direction to all stakeholders, including State Governments, to collectively address environmental protection for sustainability and societal well-being; (ii) creating opportunities for local industries to adopt eco-friendly alternatives, facilitating their entry into the global market, which increasingly favors products and processes capable of combatting plastic pollution. The ultimate goal is to achieve the Vision of zero single-use plastics for a cleaner and healthier environment in Malaysia by 2030. The basic principles at the basis of the document are (i) shared responsibility by all the stakeholders, including the government, industries, civil society, and the consumers; (ii) sustainable development considering economic, technology, environmental, and social factors; (iii) precautionary principle, to be taken even if some cause and effect relationships are not fully established scientifically; (iv) participatory; (v) good governance. The primary interventions to be undertaken to implement Malaysia’s Roadmap Towards Zero Single-Use Plastics 2018-2030 are (i) promoting the use of eco-friendly alternatives to single-use plastics, such as biodegradable, compostable or reusable materials; (ii) enhancing the collection, separation and recycling of plastic waste, and to reduce the leakage of plastic waste into the environment; (iii) raising public awareness and education on the impacts of single-use plastics and the benefits of reducing, reusing and recycling them; (iv) engaging with various stakeholders, such as the plastic industry, retailers, consumers, civil society and local authorities, to foster collaboration and innovation in addressing the single-use plastics issue; (v) introducing policy instruments, such as regulations, standards, incentives and levies, to support the transition to a circular economy and to discourage the use of single-use plastics.
The document outlines a three-phase Action Plan for implementing proposed measures: Phase 1 spans 2018-2021, Phase 2 covers 2022-2025, and Phase 3 extends from 2026-2030. The Roadmap's implementation involves various key stakeholders: the Federal Government, led by MESTECC, will coordinate, establish platforms, mobilize resources, and monitor progress; State Governments will align implementation with their laws and policies; manufacturers, suppliers, and business operators will actively contribute technical insights, promote compliance, and encourage proactive actions; NGOs will support through training, research, education, awareness campaigns, capacity building, and publications. Ultimately, the success of the Roadmap relies on active public participation.
