Abstract
The National Anti-Corruption Plan (NACP) is a comprehensive document that embodies the collective desire for a less corrupt nation, one that upholds values of transparency, accountability, and integrity. Notably, this marks the inaugural plan of its kind in the country. In line with Article 5 of the United Nations Convention against Corruption (UNCAC), of which Malaysia is a member, the NACP has been meticulously crafted to fulfill the overarching vision of "Malaysia being renowned for integrity, rather than corruption." This plan materialized after taking into account insights from various stakeholders, and aligning strategies to realize this vision. The NACP's core mission is to combat corruption by championing transparency, accountability, and integrity across all facets of government administration, in line with the Sustainable Development Goal (SDG), particularly Goal 16. This goal strives to foster peaceful and inclusive societies for sustainable development, ensure universal access to justice, and establish effective, accountable, and inclusive institutions at all levels.
The document features the following six Priority Areas that are vulnerable to corruption, namely (1) Political Governance; (2) Public Sector Administration; (3) Public Procurement; 94) Corporate Governance; (5) Law Enforcement; (6) Legal and Judicial. From these six Priority Areas, the Plan further outlines the following 6 Strategies (1) strengthening political integrity and accountability; (2) strengthening the effectiveness of public service delivery; (3) increasing the efficiency and transparency in public procurement; (4) enhancing the credibility of legal and judicial system; (5) institutionalizing credibility of law enforcement agencies; (6) inculcating good governance in corporate entity. In other words, the NACP is geared towards improving transparency and embedding integrity accountability, and accountability principles in all related systems and procedures governing both the public and the corporate sectors in Malaysia. The plan also aims at eliminating abuse of power, putting a stop to political interference, ending cronyism and nepotism as well as eliminating embezzlement and mismanagement.
To ensure that the national anti-corruption initiatives are being implemented efficiently and systematically, the Government has established a specific multi-level anti-corruption governing structure that comprises three key tiers (1) Parliamentary Tier; (2) Special Cabinet Tier; (3) Operational Tier. The NACP implementation operates at three levels: international, federal, and state. These levels are connected through collaboration between federal and state agencies, as well as non-state actors. This collaboration supports the implementation, reporting, and review of the NACP, fostering mutual understanding, sustainable policy formation, commitment to resource-sharing, and effective implementation. In essence, the NACP implementation framework enables all agencies to carry out anti-corruption strategies and initiatives.
