Abstract
The development of the National Biotechnology Policy 2.0 builds upon the previous DBN 2005-2020, aiming to fortify the existing biotechnology ecosystem and address national challenges including food security, pandemic management, and climate crisis through local biotechnology solutions. By leveraging local expertise and innovation, DBN 2.0 seeks to enhance socio-economic conditions, particularly in healthcare and agriculture, utilizing technologies like stem cells in medical treatments and enzyme technology for food security. Additionally, industrial biotechnology applications such as biopolymers and biomass-based energy contribute to environmental sustainability. Malaysia's aspiration for high-tech status by 2030, with Science, Technology, and Innovation (STI) as a key driver in the Fourth Industrial Revolution era, underscores the importance of aligning biotechnology with socio-economic goals. This convergence of STI and biotechnology emphasizes economic growth, community well-being, and environmental stewardship.
This Policy is built upon five interconnected strategic cores, each influencing the others, and is supported by seven strategies, 20 policy measures, and five flagship programs. Strategic Core 1 emphasizes Ecosystem Governance, addressing Biotechnology Governance Systems and enhancing cooperation in Biotechnology Regulation. Strategic Core 2, focusing on Research & Development, Innovation (R,D,I), and Skilled Talent, aims to propel Malaysia towards high-tech status by supporting technology development and nurturing indigenous technological capabilities alongside skilled talent. Strategic Core 3 emphasizes Industry-Driven Financing, enhancing the BioNexus program to sustain Malaysia's competitiveness in biotechnology. Strategic Core 4 emphasizes the Development of Biotechnology Enterprises, aiming to foster growth among tech start-ups and SMEs, while Strategic Core 5 focuses on Prime Programs & Future Technologies, aligning with the policy's thrusts and coordinating with biotechnology blueprints, including initiatives such as developing natural ingredient formulations for therapeutic purposes, building a Food For Future ecosystem using cutting-edge technologies, discovering natural compounds through AI for therapeutics, promoting biosensors for disease detection, utilizing biologics and omics technologies for industrial biotechnology, improving health through precision medicine and the National Vaccine Program, developing diagnostic sensors and biomarkers, and integrating biology to produce advanced biomaterials for biofabrication purposes.
