Abstract
This National Ecotourism Plan is a comprehensive document aiming at (i) assisting the Government of Malaysia in the development of country's ecotourism potential; (ii) serving as an appropriate instrument within the overall sustainable development of Malaysia and the economy as a whole; (ii) serving as an effective tool for conservation of the natural and cultural heritage of the country. The National Ecotourism Plan acknowledges that tourism is led by the private sector, with the Ministry serving planning, promotional, and regulatory functions, while emphasizing collaboration with Federal and State government agencies and Local Authorities in area management. The plan takes a comprehensive approach, considering various aspects of ecotourism and assigning roles to multiple sectors, including government, private businesses, non-governmental organizations, and other stakeholders. Correctly implemented ecotourism in Malaysia has the potential to yield significant economic, social, and environmental benefits, including increased revenue and job opportunities from higher tourist numbers, positive impacts on rural communities through job creation and improved facilities, support for conservation and environmental management, and an enhanced tourism image contributing to an improved national reputation.
The recommendation includes strengthening the existing Eco- and Agro-tourism Implementation Committee, potentially elevating it to the status of a National Ecotourism Council, with a focus on expanding membership to include more private sector representatives, NGOs, and technical experts, forming partnerships with research institutions, revising terms of reference to incorporate monitoring and evaluation, holding regular meetings, and facilitating electronic communication among members. Additionally, the plan advocates for legal actions and amendments to facilitate ecotourism development, provides guidelines for best practices, implements a marketing strategy targeting specialized market groups through modern electronic communications, promotes fiscal measures supporting ecotourism areas, encourages self-financing mechanisms, offers targeted training for ecotourism professionals, emphasizes local community participation, adopts an accreditation system for ecotourism products or operators, and advocates for the development of diverse and imaginative products to appeal to various niche markets.
