Abstract
This National Energy Efficiency Action Plan is a comprehensive 10-year strategy document designed to efficiently implement energy-saving measures in the industrial, commercial, and residential sectors. Its primary goals are (i) to reduce energy consumption, resulting in economic savings for both consumers and the nation; (ii) integrate energy security concerns into development planning, fostering sustainable economic growth, human capital development, and environmental conservation. While the Plan exclusively focuses on electricity usage, it aims to promote energy efficiency and reduce waste thereby enhancing overall welfare and competitiveness. The Action Plan is supported by the following 4 main thrusts that will drive the nation towards a sustainable energy path (1) implementation of energy efficiency Action Plan; (2) strengthen institutional framework, capacity development and training for implementation of the proposed initiatives; (3) establishment of sustainable funding mechanisms to implement the initiatives; (4) promotion of private sector investment in the sector.
The document outlines the following five strategic actions aiming to drive the implementation of the National Energy Efficiency Action Plan (1) establishing a dedicated section within the Energy Commission (EC) to administer and implement the National Energy Efficiency Action Plan. The section's responsibilities include implementing energy efficiency programs, raising awareness about energy efficiency, monitoring and evaluating the plan's progress, and maintaining an energy database; (2) developing financing products to attract private sector funding for energy efficiency initiatives and providing incentives for private sector investments in energy efficiency technologies and projects; (3) fostering the role of government institutions and government-linked companies in promoting energy efficiency, in fact, the Government should lead by example through policies such as purchasing energy-efficient appliances and conducting energy audits, thereby creating a market for energy-efficient technologies; (4) building the capacity of individuals and organizations in energy efficiency, including training in areas like energy auditing and energy management, encouraging educational institutions to produce qualified personnel in energy efficiency, and upgrading professional institutions to offer relevant courses and workshops; (5) encouraging research institutions and private entities to enhance research in energy efficiency and emphasizing the importance of local manufacturers upgrading their products to meet energy efficiency standards and contributing to a knowledge-based economy.
