Abstract
The National Energy Policy (DTN) serves as a comprehensive sectoral blueprint, strategically delineating priorities for the energy sector to function as a driver for socioeconomic development. Centered on the Low Carbon Nation Aspiration, the DTN aims to leverage opportunities from the energy transition, ensuring preparedness for future challenges. The policy aims to unlock economic benefits by attracting investments in emerging energy areas and the green economy, facilitating a shift to a cleaner energy mix and encouraging the development, commercialization, and adoption of green technologies. This approach fosters GDP growth and job creation. Additionally, the DTN fosters an attractive investment climate, emphasizing compliance with environmental, social, and governance commitments in key energy sub-sectors. By promoting downstream industries, the DTN seeks to propel Malaysia towards high-income nation status, transcending the middle-income trap. Successful implementation necessitates collaboration between public and private sectors, highlighting accountability and timely execution for substantial benefits to businesses and the public.
The objectives to which this Policy aspires are: (i) New areas of economic growth and employment related to energy, built on longterm competitive advantage; (ii) Equitable and fair distribution of benefits and costs from energy transition; (iii) Captures economic benefit and remains globally competitive by keeping pace with energy transition trends; (iv) Affordable and reliable access to energy; (v) A leader in environmental sustainability and green economy in ASEAN; (vi) Continuous efficient utilisation of energy and indigenous energy resources; (vii) Contribute to fiscal and trade balance health.
Forming a part of the Energy Policy, the Government introduces the Low Carbon Nation Aspiration 2040. It expands on existing energy sector plans, underscoring the active role of the government in fostering leadership in crucial low carbon economy domains aligned with the nation's strengths. Incentives will be provided to attract investments in low carbon technologies, positioning the country as a frontrunner in sectors such as renewable energy, energy storage, low carbon mobility, and the hydrogen economy. The Aspiration encompasses diverse goals, spanning both electrical and non-electrical components. These objectives include increasing urban public transport usage, boosting electric vehicle adoption, enhancing the use of alternative low-carbon fuels in heavy vehicles and marine transport, advancing energy efficiency in industrial, commercial, and residential sectors, and increasing renewable energy integration without introducing new coal power plants.
