Abstract
The National Mineral Policy 2 (NMP2) is a comprehensive sectoral document aimed at enhancing the contribution of the mineral sector to the nation's socio-economic development through efficient, responsible, and sustainable development, as well as the optimal utilization of mineral resources. The development of the sector will contribute to the nation's industrialization, while developing new high-value products that will further improve productivity and global competitiveness. Pursuing good mining practices will ensure a balance between economic prosperity, social well-being, and environmental protection towards sustainable development. The continued active participation of the private sector is essential for the successful implementation of such a policy. Meanwhile, the public sector will continue to facilitate and enhance service delivery for private sector enterprises and mineral operators to achieve their business objectives.
The objectives of the National Mineral Policy 2 are as follows (i) ensure the sustainable development and optimum utilisation of mineral resources; (ii) promote environmental stewardship that will ensure the nation’s mineral resources are developed in an environmentally sound, responsible and sustainable manner; (iii) enhance the nation’s mineral sector competitiveness and advancement in the global arena; (iv) ensure the use of local minerals and promote the further development of mineral-based products; (v) encourage the recovery, recycling and reuse of metals and minerals.
For the effective achievement of its objectives, the National Mineral Policy 2 is supported by the following 9 major thrusts: (1) Expansion of the Mineral Sector by recognizing mining as a primary land-use, increasing land availability, preventing sterilization, intensifying resource investigation, encouraging proprietary licenses, promoting manufacturing, and fostering reverse investments; (2) Conducive Business Climate through efficient and transparent legislation, model agreements, attractive incentives, non-restricted foreign equity, facilitated capital access, and security of tenure; (3) Environmental Stewardship through implementing regulatory and self-regulatory measures, complying with policies and agreements, adhering to standards, ensuring effective rehabilitation, promoting recovery, recycling, and reuse, managing waste, disseminating best practices, and implementing safety plans; (4) Research and Development (R&D) Enhancement through adequate financial resources, regional and international collaboration, intellectual property protection, strengthened partnerships, and effective coordinating bodies; (5) Human Resource Development through relevant training and education, adequate incentives, re-training and skills upgrading, fostering collaboration, and establishing a dedicated training fund; (6) Establishment of Integrated Mineral Information by creating a national data center, strengthening database linkages, and providing adequate training, facilities, and infrastructure; (7) Community Involvement and Social Responsibility through a workable social adjustment strategy, enduring mine-community relationships, provision of social, safety, health, and educational services, joint consultative committees, and Social Impact Assessments; (8) Promotion, Marketing and Branding through establishing a statutory promotion body, regular promotion and marketing, fostering market-oriented branding, and imposing a levy for market development; (9) Publicity and Public Relations through continuous public education, effective engagement with media/NGOs/stakeholders, and recognition of contributors.
