Abstract
The National Plan of Action for Nutrition of Malaysia (NPANM) II is a 10-year plan for the period of 2006 to 2015. The general objective is to achieve and maintain optimal nutritional well-being of Malaysian. The National Nutrition Policy strategies constitute the basis in formulating the objectives of NPANM II. Five strategies of the policy, identified as having direct impact on achieving the specific objectives of the plan, serve as the enabling strategies. These are: improving household food security especially among the low income group; promoting optimal infant and young children feeding practice; preventing and controlling nutritional deficiencies; promoting healthy eating and active living; supporting efforts to protect consumers in food quality and safety.
The plan aims to help eliminate foo insecurity and malnutrition. The specific objectives are: (a) to enhance the nutritional status of the population; (b) to prevent and control diet-related non-communicable diseases. To meet the objectives of NPANM II, the following indicators are set: improving breastfeeding and complementary feeding practices; improving food intake and dietary practices; reducing protein-energy malnutrition; reducing micronutrient deficiency; reducing overweight and obesity; preventing and controlling diet-related non-communicable diseases.
As mentioned, the plan seeks to ensure food security, and particular attention is given to household food security. Therefore the document aims to make agriculture more productive (and sustainable). The following strategies and activities of the Ministry of Agriculture and Agro-Based Industry are defined: (a) enhancing rice production and zoning of areas for growing vegetables; (b) encouraging aquaculture to increase fish production; (c) improving post-harvest handling; (d) establishing an integrated food cold-chain to lower post-harvest loses and increase supply; (e) encouraging home and community gardens; (f) encouraging farmers to sell direct to consumers.
The plan also aims at reducing rural poverty through the improvement of employment opportunities in rural areas by encouraging private sector involvement in agriculture.
