Abstract
The National Policy on Biological Diversity 2022–2030 is a comprehensive document aiming to ensure that Malaysia is committed to conserving its biological diversity, promoting its sustainable use, and ensuring fair and equitable sharing of benefits arising from the utilization of biological resources. Through its 5 goals, 17 targets, and 61 actions, NPBD 2022-2030 is embodied with the spirit of the Sustainable Development Goals (SDGs) as well as aligned with the key elements of the Kunming-Montreal Global Biodiversity Framework (KMGBF). The goals are as follows (1) stakeholder commitment and engagement in biodiversity conservation are effectively strengthened; (2) direct and indirect pressures on biodiversity are significantly reduced; (3) key ecosystems, species, and genetic diversity are safeguarded; (4) biodiversity is utilized sustainably, with equitable sharing of its benefits; (5) the capacity, knowledge, and skills of all stakeholders in biodiversity conservation are enhanced. Each goal is accompanied by specific targets totaling 17 targets to be achieved by 2030. The targets are accompanied by a set of actions that spell out the steps that need to be taken to meet the targets and ultimately, the goals. There are a total of 61 actions in this Policy. These actions have been revised based on a review of the progress of the previous NPBD as well as taking into account new and emerging challenges and issues that need to be addressed in Malaysia. More specifically, the Policy will support various strategies such as Shared Responsibility in Reducing Pollution, Improving Resilience towards Climate Change and Natural Disasters, Conservation of Natural Ecosystems, Protection and Conservation of Species and Genetic Resources, Sustainable Usage and Benefit Sharing, Strengthening Environmental Management, and Increasing Green Financing and Investments.
The implementation of this Policy will be guided by the following five core principles (1) heritage: biological diversity is a national heritage and it must be sustainably managed and wisely utilised today and conserved for future generations; (2) precautionary: the lack of full scientific certainty should not be used as a reason to postpone measures to minimize threats of significant loss of biodiversity; (3) shared responsibility: the conservation and sustainable utilization of biodiversity are the shared responsibility of all sectors of society. Planning and management of biodiversity must be carried out in a participatory manner; (4) participatory approach: the role of indigenous peoples and local communities in the conservation, management and utilization of biodiversity shall be recognized and their rightful share of benefits shall be ensured; (5) good governance: good governance, including accountability and transparency in decision-making, is crucial to biodiversity conservation. The NPBD 2022-2030 advocates for a "Whole of Government" and "Whole of Society" approach to safeguarding and managing Malaysia’s biodiversity. This requires strong political commitment and sustained engagement across all levels of government and society. The Federal and State Governments will remain central to leading and facilitating the Policy’s implementation.
