Abstract
In exercise of the powers conferred by paragraph 102(j) of Local Government Act 1976 [Act 171], the Commissioner of the City of Kuala Lumpur makes, and pursuant to section 103 of the Act, the Minister confirms, the following by-laws. These By-Laws, consisting of 15 sections divided into four Parts, apply only to the Federal Territory of Kuala Lumpur. Part II specifies the following matters: Offences for illegal activities; Prohibition on entry of animals; Prohibition on the catching, trapping or killing of animals; Prohibition on entry of vehicles; Prohibition on indiscriminate parking; Prohibition of entry during specific hours; Closure of park; Removal order from park. Part III: Responsibilities of person providing park; Conduct while being in a park; Power of entry by the Commissioner.
This By-Law is divided as follows: Preliminary (Part I); Park Provided and Maintained by the Commissioner (Part II); Park Provided and Maintained by any other person (Part III); General (Part IV).
The Act further provides for: administration of local authorities; officers and employees of local authorities; conduct of business; constitution of the Local Authority Fund; accounts to be kept by the authority; further powers of local authorities; etc.
