Abstract
This Enactment makes provision for the constitution, administration, procedure, functions and finance of the Sabah Forestry Development Authority. It consists of the following Parts: Preliminary (I); Establishment and Constitution of Authority (II); Procedure of Authority (III); Administration (IV); Functions of the Authority (V); Financial Provision (VI); General (VII). The functions of the Authority shall be: (a) to encourage, promote, stimulate, improve, co-ordinate, regulate and control forest products and forest product activities; and (b) in relation to forest, forest products and forest product activities (1) to gather, study, analyse and distribute information; (2) to arrange and provide technical advisory assistance; (3) to make recommendations to Government on methods, measures and policies. Article 24 lists the powers that the Authority may exercise for the purpose of implementing said functions (e.g. appointment of technical advisers, vocational training of personnel, performance of surveys and investigations, prescription of schemes for the processing and marketing of forest products including timber, formation of companies either wholly owned or as joint ventures, etc.). Financial provisions contained in Part VI concern inter alia the establishment of the "Sabah Forestry Development Authority Fund", for the financial management of the Authority.
