Abstract
The Thirteenth Malaysia Plan (13MP) 2026–2030 is a national development framework designed to reshape the country's socio-economic landscape over a five-year period. Its primary objective is to transition Malaysia toward a high-income, sustainable, and inclusive nation under the "MADANI" economic framework. The plan focuses on three core pillars: strengthening economic resilience through structural reforms, ensuring social equity and wellbeing, and advancing environmental sustainability through green growth and climate-resilient strategies.
To enhance food security and agricultural productivity, the plan outlines measures for the modernization of the agrifood sector through the adoption of high-technology farming and digitalization of the supply chain. Strategies include increasing self-sufficiency levels for key commodities, improving the livelihoods of smallholders, and integrating rural development through infrastructure upgrades and digital connectivity. The Ministry of Economy and the Ministry of Agriculture and Food Security are among the key authorities responsible for coordinating these sectoral transformations.
Environmental sustainability is addressed through a commitment to achieving net-zero greenhouse gas emissions by 2050. Key provisions include the implementation of a low-carbon economy transition, the development of a national carbon market, and the promotion of renewable energy sources. The plan further emphasizes water security by restructuring the water services industry and enhancing disaster risk management, particularly through integrated river basin management and large-scale flood mitigation projects in vulnerable regions such as Kelantan, Selangor, and Johor.
Social protection and human capital development are structured to address poverty and inequality through targeted assistance programs, such as Sumbangan Tunai Rahmah (STR) and Sumbangan Asas Rahmah (SARA). The plan introduces reforms in governance and public service delivery to ensure the transparent execution of development projects. Additionally, it integrates international commitments, including the Sustainable Development Goals (SDGs) and the Paris Agreement, into national key performance indicators to align domestic growth with global sustainability standards.
