Abstract
This Decree, consisting of 29 articles, approves the Regulation of Law No. 3/93 on Investments. It aims at performing the following activities: a) select the coordinating body for investment processes and the creation of the institution that will be dedicated to promote investments and provide advisory services to a Government body in investment matters; b) define areas of activity reserved for the public sector for investments, with or without the involvement of the private sector; c) establish the minimum value of direct investment required in investment projects, as well as the establishment of rules for determining the real value of the investments made; d) stipulate the rules and deadlines for the presentation, analyses, appraisal and decision-making, as well as the monitoring and evaluation of the processes for carrying out investment projects; e) define levels of competence and deadlines for decision-making on investment projects, procedures to be followed when proposals are not decided within the stipulated period; f) establish rules for issuing investment certificates and for introducing changes to the authorizations granted, as well as for their revocation; and g) institutionalize rules for communication and correspondence and for the resolution of possible complaints in connection with investment matters. The provisions contained in this Regulation apply to investment initiatives and projects submitted, decided and carried out under Law No. 3/93 of 24 June.
