Decree No. 19/2026 establishing the National Agency for Tourism Development and Investment (ANDITUR Public Fund).

This Decree establishes the creation of the National Agency for Tourism Development and Investment (ANDITUR), a public fund with administrative, financial, and patrimonial autonomy. The main objective of the decree is to create an institutional mechanism capable of promoting and structuring the development of the tourism sector as a strategic priority for Mozambique, with a view to fostering economic growth, improving the balance of payments, and enhancing the country’s international positioning as a competitive tourism destination. The agency is tasked with integrating public policies, promoting national tourism branding, and mobilizing financial and institutional resources to support the development of tourism projects. The decree further aims to strengthen the governance and financing of tourism development by establishing a comprehensive framework for investment promotion, public‑private partnerships, and project financing. ANDITUR is mandated to attract domestic and foreign investment, support the structuring and evaluation of tourism projects, manage tourism-related land and concessions, and promote digital transformation and innovation in the sector. It also plays a key role in coordinating stakeholders, facilitating access to financing, supporting sustainable development of tourism assets (including in conservation areas), and enhancing capacity‑building and institutional coordination. Overall, the decree seeks to position tourism as a driver of sustainable development through improved planning, investment, and international competitiveness.
