Abstract
This Decree establishes the approval of the Regulation on the Universal Access to Energy Levy. The main objective of the decree is to define the amount of the fee, determine the events that trigger the obligation to pay, and set out the procedures for its assessment and collection. This regulatory framework is designed to ensure a stable source of financing for expanding electricity connections to new consumers, within the broader context of the national electrification programme and the goal of achieving universal access to energy by 2030. The Regulation further aims to operationalize the fee by specifying its scope of application, calculation basis, and payment procedures applicable to entities engaged in energy export activities. It establishes mechanisms for monitoring, declaration, enforcement, and penalties, as well as institutional coordination between energy and financial authorities. In addition, it defines the allocation of revenues, which are earmarked to support electrification projects aligned with national strategies, thereby contributing to the expansion of energy infrastructure and the financing of public policies aimed at increasing access to electricity.
