Decree No. 22/2026 establishing the State Procurement Centre, a public institute, referred to as CAE, IP.

This Decree establishes the creation of the State Procurement Centre (CAE, IP) as a public institution responsible for the centralized management and execution of public procurement processes in Mozambique. The primary objective of the decree is to improve the planning, transparency, efficiency, and oversight of public contracting for works, goods, and services, while achieving economies of scale and rationalizing public expenditure. The CAE, IP operates nationwide under the supervision of the Ministry of Finance, which retains strategic, regulatory, and financial oversight powers. The decree further aims to standardize and optimize procurement practices by centralizing demand, coordinating acquisition procedures, and promoting the use of electronic procurement systems and framework agreements. It defines a wide range of functions, including price monitoring, development of procurement plans, capacity building, and technical support to state entities. The CAE, IP is also mandated to incorporate sustainability considerations, promote the participation of local economic actors, including small and medium enterprises, women, and youth, and ensure integrity, transparency, and anti-corruption standards in public procurement. Overall, the decree seeks to strengthen governance, accountability, and efficiency in the management of public resources through a structured institutional framework and clearly defined operational and supervisory mechanisms.
