Decree No. 30/2019 approving the Regulation for Marine Scientific Research (REICIM).

This Decree approves the Regulation for Marine Scientific Research (REICIM) aiming at establishing norms pertaining to carry out marine scientific research activities within the National Maritime Zone. This Regulation, consisting of 40 articles divided into seven Chapters and two Annexes, applies to all types of marine scientific research, related to living and non-living resources, including research and prospecting for hydrocarbons and marine mineral resources, within the National Maritime Zone, to be carried out by: a) National individuals or legal entities; b) The same as above in collaboration with foreign individuals or legal entities; c) Foreign individuals or legal entities or international governmental or non-governmental organizations; and d) Foreign individuals or legal entities or international governmental or non-governmental organizations, exercising activities in the country.
This Regulation also applies to scientific research carried out in national inland waters. Authorizations for carrying out marine scientific research, requested by foreigners - individuals or legal entities, governmental or private organizations or by international organizations - are granted only when resulting from contracts or agreements signed with Mozambican institutions. Environmental monitoring provides informed guidelines aimed at guaranteeing the services of coastal and marine ecosystems. The Regulation is divided as follows: General provisions (Chap. I); Authorization for marine scientific research (Chap. II); Environmental Monitoring (Chap. IV); Offences and penalties (Chap V); Taxes (Chap, VI); Final provisions (Chap. VII).
