Decree No. 4/2026 creating the Public Agency for Digital Transformation and Innovation (ATDI, IP).

This Decree primarily aims to establish the Agency for Digital Transformation and Innovation (ATDI, IP) as a public institution responsible for driving the modernization, digitalization, and innovation of public administration in Mozambique. Its main objective is to improve the efficiency and quality of public service delivery by coordinating the national digital transformation process and promoting the use of information and communication technologies (ICTs). The decree provides the legal and institutional framework for the Agency, defining its nature, supervisory structure, and national scope, while also replacing the previous institutional arrangement governing e-government. More specifically, the decree seeks to strengthen the integration, coordination, and implementation of digital governance systems across the public sector. It assigns the Agency responsibilities such as developing and managing digital infrastructure, ensuring interoperability of government systems, promoting cybersecurity, supporting digital literacy, and fostering innovation, including through support to startups and SMEs. It also aims to enhance coordination among public institutions and with private sector and international partners, ensuring a coherent and strategic approach to digital transformation.
