Decree No. 7/2026 changing the name of the Oceanographic Institute of Mozambique (InOM) in the Institute for Marine and Fisheries Research (IIMP), and its respective functions and powers.

This Decree establishes the reorganization and strengthening of Mozambique’s national institute for marine and fisheries research, notably by renaming the former Oceanographic Institute to the Institute for Marine and Fisheries Research (IIMP) and redefining its mandate. Its main objective is to create a specialized public entity with administrative, scientific and financial autonomy responsible for scientific research, knowledge generation, and technological innovation in marine, freshwater and coastal ecosystems, including fisheries, aquaculture, biodiversity and oceanographic systems. The Decree aims to enhance the scientific basis for policy-making and sustainable management of aquatic resources, while supporting national development priorities through improved understanding of ecosystems, species, and environmental dynamics. To achieve these objectives, the Decree defines a comprehensive set of functions and competencies for the institute, including conducting research, monitoring and data collection, providing technical and scientific advice, and supporting capacity-building and training in areas such as fisheries, aquaculture, biodiversity and environmental management. It also mandates the institute to contribute to sustainable resource use, conservation of aquatic ecosystems, assessment of environmental impacts (including pollution and climate change), and development of scientific and technological solutions for the sector. Additionally, the Decree promotes coordination with national and international partners, supports innovation and knowledge dissemination, and strengthens governance mechanisms to ensure effective implementation of research and policy support functions in marine and inland water domains.
