Abstract
This Resolution establishes the Gender Strategy for Public Administration III (2026–2030) in Mozambique, aiming to operationalize national gender policy and strengthen equality and equity between women and men within the public sector. The strategy builds on previous frameworks and is grounded in constitutional principles and international commitments, including CEDAW, the SADC Protocol on Gender and Development, and the Sustainable Development Goals. Its overarching objective is to promote gender equality as a pillar of good governance by ensuring inclusive, safe, and efficient public institutions, where both women and men participate equally in decision-making processes and benefit equitably from public opportunities and services. To achieve this, the strategy prioritizes the institutionalization of gender equality across all levels of public administration, including integrating gender perspectives into planning, budgeting, implementation, and monitoring systems. It focuses on increasing women’s representation in leadership and decision-making positions, strengthening mechanisms to prevent and address sexual harassment and gender-based violence in the workplace, and enhancing technical capacity through training and data systems. The plan is structured around three main strategic axes: (i) strengthening legal and institutional frameworks for gender equality, (ii) improving governance, leadership, and equitable representation, and (iii) promoting continuous training and capacity-building to mainstream gender in public administration.
Additionally, the strategy introduces a comprehensive implementation and monitoring framework involving all administrative levels—central, provincial, district, and municipal—and establishes coordination mechanisms, performance indicators, and timelines for execution. It emphasizes evidence-based decision-making through the collection of disaggregated data, the creation of an integrated gender statistics system, and регуляр monitoring and evaluation processes. By addressing structural inequalities, enhancing institutional coordination, and promoting cultural and organizational change, the strategy seeks to achieve long-term, transformative gender equality in Mozambique’s public administration by 2030.
