Ministerial Decision No. 22/2019 approving the Statute of the Provincial Directorate of Agriculture and Food Security.

This Ministerial Decision approves the Statute of the Provincial Directorate of Agriculture and Food Security. This Statute, consisting of 21 articles divided into four Chapters, establishes composition, duties and responsibilities of the above mentioned Provincial Directorate as a Provincial Body of the State, aimed at guiding and ensuring the implementation of activities in the field of Agriculture and Food Security at Provincial level. The Provincial Directorate of Agriculture and Food Security has specific functions in the following different sectors.
Agricultural sector: Implement legislation, policies, strategies, plans, programmes and projects; Licensing and monitoring the sectoral activities; Promote agricultural projects and programmes; Ensure plant health protection and phytosanitary control; Promote agricultural research programs and disseminate results; Promote and guarantee technical assistance to producers through agricultural extension services, to increase production and productivity; Promote and guarantee the training of producers, the creation and development of infrastructures and services to support agricultural activities; Produce and systematize information on agriculture in the province; Promote the production of export-oriented crops such as cotton and other fibers, sesame, cashew, banana and beans; Promote improved seed production.
Food Security sector: Implement food security legislation, policies and strategies; Promote good practices in food preparation and use to ensure food and nutritional security; Produce, systematize and disseminate information on food security in the country; Promote public education programmes; Ensure food security through the nutritional education of communities; Ensure inter-sectoral promotion and coordination in the formulation, monitoring, evaluation and implementation of the policy framework and strategies to ensure food and nutritional security of the population.
Livestock sector: Implement legislation, policies and strategies for livestock development; Implement sectoral policies, strategies, etc.; Ensure compliance with the rules for licensing, inspection and monitoring; enforce norms for the implementation of projects and programmes to foster livestock activities; Ensure animal health protection including aquatic animals; Promote and guarantee technical assistance to producers through agricultural extension services; Promote the creation and development of livestock support infrastructures and services; Promote animal breeding; Develop laboratory diagnostic to detect diseases; Ensure hygienic-sanitary control of establishments processing animal products and safeguarding public health.
Agricultural Hydraulics: Implement legislation, policies and strategies for hydro-agricultural development; Promote programmes and projects for the use of hydro-agricultural infrastructures; promote the management and the sustainable use of water to increase the agricultural productivity; Ensure compliance with standards and procedures on access to and sustainable use of hydro-agricultural infrastructures.
Agroforestry sector: Implement legislation, policies and strategies to promote and develop plantations and afforestation; Implement sectoral policies, strategies, plans, programmes and projects; enforce norms promote agroforestry plantations; Ensure the development of commercial and industrial agroforestry plantations; Promote forest research programmes and disseminate results; Encourage planting of shade and fruit trees and promote plant health; Promote internal processing of resources, etc. Agrarian Extension sector: Implement legislation, policies and strategies for land extension; Coordinate with other services of the Extension Directorate (SUE) and partners within the National Extension System (SISNE) the implementation of related extension activities, etc.
