Abstract
This Ministerial Order designates the Mozambique Cereals Institute (ICM, IP) as the State agent with a mandate to conduct the cereal import process. Specifically, rice and wheat for the country, without prejudice to intervention, under the terms of the law, by its partners and other economic agents in the importation of the aforementioned cereals. The ICM, IP is responsible for making rice and wheat available to economic agents for sale on the domestic market. This import mechanism shall apply to rice from 1 February 2026 and to wheat from 1 May 2026.
