Abstract
The National Strategy for Adaptation and Mitigation of Climate Change in Mozambique (ENAMMC) envisages the introduction of a National Monitoring and Evaluation System (SNMAMC) to allow systematic monitoring and evaluation of Climate Change (MC) actions. The strategy foresees that this system will be fully integrated into government budget plans and systems. SNMAMC will provide the baseline for the preparation of national reports to the Council of Ministers, International Conventions and the report on the impact of international climate financing.
The objectives of the National Monitoring and Evaluation System for Climate Change (SNMAMC) in Mozambique have been defined in order to: Improve accountability in resource use and verify its effective allocation to sectors at various levels and to different groups of vulnerability; Support inter-sectoral coordination and implementation of the ENAMMC and the Sectoral Action Plans on Climate Change (PAMCs) through monitoring and learning of implementation processes; Evaluate the extent to which ENAMMC has contributed to reducing vulnerability to Climate Change and achieving Mozambique's national development goals despite changes in the country's climate regime; Inform policy formulation and planning by developing new evidence on the effectiveness of adaptation, mitigation and disaster risk management approaches; Comply with reporting requirements at national and international levels. The scope of SNMAMC will include the monitoring and evaluation of policies and actions to respond to climate change. It will not address climate change monitoring per se, such as trends in climate variables or climate scenarios, as this component falls within the competence of existing institutions and programs. SNMAMC will focus on the monitoring, evaluation and learning of ENAMMC and the Action Plans for related climate change. During the second phase of implementation (2015-2019), the system will include M & E guidelines for Local Adaptation Plans (PLAs) and climate change projects. However, considering that these are very specific depending on the context, it will not be possible nor necessary to establish a standard set of indicators for the PLAs. SNMAMC will serve as a basis for the formulation of M & E indicators for climate change for projects implemented by the Environment Fund (FUNAB).
