Abstract
The general objective of the Food and Nutrition Security Policy (FSN) 2024-2030 is to establish a predictable, consistent, resilient, permanent and sustainable food and nutrition systems mechanism to guarantee Food and Nutrition Security. The specific objectives are: a) Increase the productivity of the agricultural sector to ensure the availability of diversified and nutritious food in a sustainable, resilient and safe manner; b) Increase the capacity to acquire and have physical and economic access to food to contribute to a healthy diet in a sustainable and socially acceptable manner; c) Improve access to and quality of health care and services, water and sanitation, to ensure good use and utilization of food and good nutrition at all stages of life for all Mozambican families, with special attention to nutrition in the first 1000 days; d) Improve post-harvest management throughout the food value chain to ensure the stability of nutritious food; e) Strengthen institutional development and governance of food and nutrition security; and f) Develop mechanisms for mobilizing resources and investment to combat food and nutrition insecurity.
The PESAN is operationalized by a Strategy that contains strategic guidelines for its implementation, based on the aforementioned pillars established in the Policy. The main strategic guidelines include improving the production and availability of sustainable food, as well as post-harvest management along the food chain. In addition, the strategy aims to improve the nutritional situation of vulnerable groups, guarantee food safety and quality and strengthen institutional and sectoral capacities for the effective implementation of the Food and Nutrition Security (FNS) policy. The strategy is an instrument of the Government of Mozambique that aims to operationalize PESAN through the intervention of the different sectors and other actors in favour of FNS, in the period 2024-2030. This strategy aims to promote dialogue, consultation and consensus-building between all parties, contributing to the mobilization of funding, the allocation of resources and the effective coordination of national actions in the fight against hunger and the promotion of FNS. Its implementation is defined by pillars and strategic guidelines.
