Abstract
This National Plan for Water Resources Management (PNRH) was formulated for 35 out of a total of 104 river basins in Mozambique (13 major and 22 small basins) covering a total of 83% of the National territory. In the country exist nine shared watercourses with neighbouring countries, posing enormous challenges to the management of water resources, especially as regards the availability and management of extreme events such as floods and droughts. PNRH aims at contributing to the well-being of the population through the development of medium-, short- and long-term actions, including the construction of small and large-scale water damming infrastructures for multiple purposes, to increase the national storage volume (for water supply, flood control, hydropower generation, etc.) and according to the Action Plan for the Implementation of the Sustainable Development Objectives (ODS 2015-2030) in the area of water resources. The Plan also specifies areas that should be privileged and considered in the development plans of other sectors, such as: social, industry, agriculture, tourism, and defines the guidelines for valorization, protection and balanced water management with a focus on sustainable development and environmental protection of water resources (pag. 531).
The overall objective of this Plan is to contribute to the socio-economic development and improve the quality of life of the Mozambican population through the elaboration of the National Plan to develop and manage water resources in a systematic way. Specific objectives aim to perform the following activities: formulate a water resources development plan; develop a flood control plan; formulate a plan for the development of large infrastructures; carry out a preliminary feasibility study; propose plans for legal and institutional improvement; conduct capacity building for relevant state staff and technicians. The Plan of Action aims at taking non-structural flood control measures in accordance with the characteristics of the target region or district as follows: develop a flood warning and forecast system to ensure security against extreme floods caused by the impacts of climate change; develop plans to manage flood plains and control land use; produce flood risk maps in accordance with the flood damage occurring in the target region or district, and their characteristics; strengthen flood preparedness through training and education programmes for people living in vulnerable areas, etc. (pags. 531 and 532).
