Abstract
This Resolution approves the accession of Mozambique to the Convention on Facilitation of International Maritime Traffic (signed in 1965), including its amendments. The Convention aims to simplify and reduce to a minimum the formalities, documentary requirements and procedures applied to ships engaged in international voyages at arrival, during their stay, and at departure. It establishes obligations for States to cooperate in facilitating maritime traffic, standardizing administrative procedures, and avoiding unnecessary delays affecting vessels, passengers, cargo, and crew. The Convention and its Annex set out detailed rules on documentation, port procedures, customs and immigration requirements, and health controls, including the use of standardized declarations (e.g. general declaration, cargo declaration, crew and passenger lists). It also provides for measures to facilitate cargo clearance, reduce administrative burdens, ensure public health safeguards (including prevention of diseases affecting humans, animals and plants), and promote international cooperation in maritime transport operations.
