Abstract
This Resolution establishes the Technical Commission for the Redimensioning of Conservation Areas (CTRAC), whose main objective is to support the Government in reassessing and redefining the limits, management categories and overall configuration of Mozambique’s conservation areas. This process aims to achieve an appropriate balance between biodiversity conservation and human development, in accordance with existing legal frameworks. In fulfilling this mandate, the CTRAC conducts technical and legal assessments of all conservation areas, identifies overlaps or conflicts with community land uses, public interest zones or development projects, and proposes adjustments to boundaries or management models. A second core objective of the Commission is to lead an inclusive and participatory process that ensures transparency, consultation and harmonization of interests. This includes promoting national‑level dialogues through meetings, seminars and public consultations, coordinating all stages of the redimensioning process, and ensuring compatibility between conservation goals, sustainable development needs and the rights of local communities. The CTRAC must submit formal recommendations and technical reports to the Council of Ministers and operates with a one‑year mandate, extendable as needed to complete its work.
