Resolution No. 33/2026 approving the National Action Plan for the Conservation and Management of Sharks and Rays in Angola 2025-2029.

This Resolution establishes the National Action Plan for the Conservation and Management of Sharks and Rays (2025–2029) in Mozambique, whose primary objective is to ensure the long-term conservation and sustainable use of shark and ray populations within marine ecosystems. The plan responds to increasing fishing pressure, biodiversity degradation, and international conservation commitments, and aims to maintain these species at biologically sustainable levels through regulatory, scientific, and management measures. Key objectives include the protection of threatened species (through fishing prohibitions, sanctuaries, and spatial measures), the regulation of fishing effort and catches (including quotas and monitoring systems), and the strengthening of surveillance and enforcement mechanisms. The plan also promotes compliance with international instruments such as CITES and other marine conservation frameworks, while reinforcing scientific research, data collection, and monitoring systems to support evidence-based fisheries management. The plan also seeks to enhance the socio-economic benefits derived from shark and ray resources by promoting sustainable value chains, improving livelihoods for fishing communities, and developing alternative income sources such as eco-tourism and marine conservation tourism.
It includes measures to build institutional capacity, foster inter-agency coordination, and strengthen governance systems related to fisheries, trade, and conservation. Additionally, the plan emphasizes knowledge generation, public awareness, and education, including research on ecological dynamics, mapping of habitats, and dissemination of conservation practices. Finally, it addresses human safety concerns by incorporating measures to mitigate shark attack incidents through risk signalling, prevention protocols, and data systems, thereby integrating environmental sustainability, economic development, and social considerations within a comprehensive national framework.
