Abstract
The National Climate Finance Strategy for the period 2025–2034 (ENFC 2025–2034) represents Mozambique’s strategic framework to mobilize and manage financial resources for climate action, aiming to strengthen resilience and promote sustainable development. It seeks to position the country as a regional leader in climate finance by aligning national financial systems with global sustainability standards. The vision is to create an inclusive and resilient financial sector that supports adaptation and mitigation measures, while fostering economic competitiveness and social well-being. The strategy defines five key objectives: (1) reforming the legal framework to establish a regulatory environment conducive to climate investments; (2) integrating climate considerations into fiscal systems to enable green budgeting and taxation; (3) reorienting the financial sector through regulations, incentives, and capacity building to increase sustainable investments; (4) strengthening national capacities in climate finance across public institutions, private sector, and academia; and (5) expanding access to national and international climate finance through innovative instruments and transparent governance mechanisms. These objectives aim to ensure efficient resource allocation and accountability in climate-related investments.
ENFC 2025-2034 expresses Mozambique's vision and commitment to developing a set of concrete actions to promote increased climate finance, with a view to making the necessary investments to increase the resilience of the economy, environment and society to the impacts of climate change, as well as stimulating climate mitigation practices to promote the competitiveness of the economy, in a demanding international context regarding how developing countries incorporate climate issues into their policies.
To achieve these objectives, the ENFC promotes reforms that embed climate priorities into legal, fiscal, and financial systems, while fostering partnerships between government, private sector, and civil society. It emphasizes capacity building at all levels, including the integration of climate finance into higher education curricula and the development of technical skills for public and private actors. The strategy also prioritizes inclusivity, ensuring that vulnerable groups such as women, youth, and rural communities benefit from climate finance opportunities. By implementing this strategy, Mozambique expects to increase climate finance flows, diversify funding sources through instruments such as grants, debt-for-climate swaps, climate risk insurance, forecast-based financing, and carbon credits, and enhance institutional capacity for transparent governance. Ultimately, the ENFC aims to integrate climate considerations into economic planning and investment decisions, contributing to a low-carbon, climate-resilient development pathway that safeguards ecosystems, supports social equity, and drives sustainable economic growth.
