Abstract
This Resolution approves the Fisheries Monitoring, Control and Inspection Policy and its Implementation Strategy (MCS). The Policy, consisting of 10 Sections and two Annexes, specifies the National Guidelines for the implementation of the Fisheries Monitoring and Controlling system to be enforced within the water under Mozambican jurisdiction. This new MCS Policy and Strategy for its Implementation is duly framed with the Policy and Strategy of the Sea (POLMAR), approved by Resolution No. 39/2017 of 14 September, and aligned with the new National Action Plan to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing (PNA-INN). Mozambique has made great progress in strengthening the Monitoring, Control and Inspection system (MCS) of fishing, in particular the political and legal framework, and in implementing the measures provided for in the PNA-INN, approved by Ministerial Order No. 58/2009 of 15 April as revised. This progress has resulted in a change in the governance model, accompanied by institutional restructuring, which has profound implications in terms of monitoring maritime space. However, this progress has not been accompanied by the investments needed to support the operational costs of the fisheries MCS system.
