Abstract
This Strategy for the Integrated Management of the Coastal Zone 2016-2025 (EGIZC) is aimed to guarantee the balance of marine and coastal ecosystems through sustainable development, contributing to the continuous increase in the quality of life of coastal zone communities. Its Vision aims at a coastal zone of Mozambique rich in biodiversity, free from environmental degradation, and resilient to climate change, with an integrated and sustainable socio-economic development. The Strategy Mission aims to promote the integrated management of the coastal zone through the articulated implementation and coordinated policies and instruments that ensure the rational use of physical space, the preservation of natural resources, the reduction of the vulnerability of communities, aiming at sustainable development and coastal resilience. The General Objective of EGIZC is to guarantee the balance of marine and coastal ecosystems, through the sustainable development, contributing to the continuous increase in the quality of life of coastal communities.
EGIZC is based on four thematic Areas, namely: (I) Natural Preservation referring to physical-biological components of the coastal zone and all living natural resources; (II) Planning and Sustainable Development, comprising human occupation and economic activities in the coastal zone; (III) Prevention of Marine and Coastal Pollution, referring to the reduction, elimination, mitigation of pollution from hydrocarbons and from land-based sources; and (IV) Legal framework and institutional coordination, inherent to the legal and institutional aspects of coastal zone management, as well as cross-cutting issues related to institutional capacity building, technology transfer and financial mechanisms, all expected to take place between 2016 and 2025.
The Strategic Principles that must be observed are seven: i) Rational use and management of environmental components; ii) Equality, Cohesion and social equity, ensuring equal opportunities for men and women to access and use natural resources; iii) Prevention and Precaution prioritizing systems, preventing problems over the occurrence of environmental damage; iv) Coordinated and scientific approach, promoting a culture of transversal, intersectoral and interdisciplinary approach that allows an integrated and prospective vision of the coastal zone; v) Participatory Approach, enhancing the involvement of the public, institutions and local agents to strengthen citizens' civic awareness; vi) Accountability approach, ensuring shared responsibility in coastal zone management options based on the polluter pays principle; vii) Operationality and International Cooperation, creating legal and institutional mechanisms capable of guaranteeing the carrying out of activities that are the transboundary and global dimensions of environmental problems.
