Abstract
This Resolution approves Mozambique’s Public Administration Reform and Development Strategy for 2026–2035 (ERDAP 2026–2035), which provides the strategic framework for continuing and deepening the reform and modernisation of the country’s public administration. The Strategy seeks to establish a modern, efficient, transparent and citizen-centred public administration by strengthening results-based management, simplifying administrative structures and procedures, improving public-service delivery, and aligning public institutions with the National Development Strategy and other national planning instruments. It is intended to consolidate the achievements of the preceding 2012–2025 strategy while addressing continuing weaknesses in institutional capacity, integrity, service quality, decentralisation and the implementation of digital government.
The Strategy is organised around five principal components: the professionalisation of public servants; technological modernisation, innovation and improved service delivery; promotion of transparency, integrity and the fight against corruption; decentralisation and simplification of administrative structures; and monitoring, evaluation and communication. Its objectives include improving public-sector skills and human-resource management, expanding digital and interoperable public services, strengthening cybersecurity and digital inclusion, reducing bureaucracy and opportunities for corruption, transferring responsibilities and resources closer to citizens, and establishing measurable indicators for monitoring institutional performance and public satisfaction. Implementation is to proceed through five-year action plans and annual reform and modernisation plans, supported by regular monitoring, evaluation and communication of results.
