Agreement between the Government of Angola and the Government of Namibia on the Establishment of the Cuvelai Watercourse Commission (CUVECOM).

This Agreement between Namibia and Angola, bearing in mind the considerations set out in the Preamble and in particular the importance of mutual sharing of extremely scarce water resources, of the Cuvelai watercourse, establishes the Cuvelai Watercourse Commission (CUVECOM) as an international organization with legal personality. It also establishes organs of the Commission: The Council of Ministers; The Technical Committee; The Secretariat. The Agreement, among other things: defines the objective, functions and powers of the Commission and the functions and powers of its organs; sets out obligations of the Parties; provides with respect to dispute settlement.
The Commission shall advise the Parties on matters relating the equitable and reasonable utilization, sustainable development and efficient management of water resources of the CUVECOM watercourse. It shall, among other things, establish a joint early warning system against extreme events (floods, droughts) and take measures and arrangements that determine the safe yield of water resources of CUVECOM. The Prties shall individually and jointly prevent and reduce water pollution.
