Abstract
The Agricultural Produce Export Ordinance of 1928 establishes provisions for the inspection, grading, and regulation of agricultural produce intended for export. The Ordinance mandates that no agricultural produce may be exported without prior inspection and branding by an authorized inspector. It prohibits the export of produce that is unsound, infected with disease, or unfit for human consumption. The Secretary is empowered to seize and destroy any diseased animals or unfit agricultural produce intended for export. The Ordinance also regulates the use of abattoirs for the slaughter of animals whose meat is intended for export, requiring prior notification and sanction from the Secretary. The Administrator is authorized to issue proclamations prescribing specific designations, moisture content, and standards for various types of agricultural produce. The Ordinance provides for the establishment of regulations concerning inspection, packing, storage, and grading of produce, as well as the imposition of fees for these services. Penalties are prescribed for contraventions of the Ordinance, including fines and imprisonment for forging certificates or providing false warranties. Inspectors are granted powers of entry and inspection of premises where agricultural produce is kept or processed. The Ordinance also provides for the appointment of a board of appeal to adjudicate disputes arising from decisions made by inspectors. The short title of the Ordinance is the Agricultural Produce Export Ordinance, 1928, and it commenced on a date fixed by the Administrator.

To provide for the inspection and grading of agricultural produce which is to be exported from South West Africa for purposes of sale, for the charging of special fees in respect of such inspection and grading, for the inspection of premises used for the slaughter of animals for such export or for the preparation and manufacture of articles derived from such produce and generally for the regulation of the export of such produce
