Abstract
The amendment to the Regulations concerning the registration of fertilizers, farm feeds, sterilising plants, and agricultural remedies under the Fertilizers introduces new regulations for the application and issuance of import or in transit permits for these products. Specifically, the amendment inserts regulations 6A and 6B, which outline the process for applying for an import or in transit permit. Applicants must submit a form specific to the type of product (fertilizer, farm feed, or agricultural remedy) and provide detailed information about the product, including its registration status in Namibia. The registrar is responsible for considering the application and may either grant or refuse the permit. If granted, the permit is valid for the period indicated and must be renewed if the holder wishes to continue importing. Additionally, the amendment updates Annexure 1 to include new forms for the application and product lists, and Annexure 2 to specify the fees payable for registration, renewals, late renewals, import permits, and in transit permits. The fees vary depending on the type of product and the specific action being taken, such as registration or renewal.
