Abstract
This Regulation, issued by the President of Namibia pursuant to the Constitution amends certain provisions of the State of Emergency COVID-19 Regulations dated the 28th of March, 2020. Essentially, the amendment provides that the requirement for a permit of movement is not necessary for movement geared towards transporting essential goods, facilitating the distribution of food or other necessaries, etc.
Harvesting of fish (including artisanal fishing other than for leisure), cultivation of fish and value chain activities relating to fish, as part of food production for Namibia and for export; maintenance of fishing vessels and maintenance of fishing processing plants are designated as "critical services".
