Abstract
This Namibia’s 5th National Development Plan (NDP5) 2017/18-2021/22, as a multi-sectoral policy document, is the fifth in the series of seven five year national developmnet plans that outine the objectives and aspirations of Namibia's long-term vision as expressed in Vision 2030. The NDP5 has four key goals, namely: Achieve Inclusive, Sustainable and Equitable Economic Growth; Build Capable and Healthy Human Resources; Ensure Sustainable Environment and Enhance Resilience; and Promote Good Governance through Effective Institutions.
According to the NDP5, poverty is a major factor limiting access to food. Access to food in Namibia is affected by reliance on market purchases for food. When combined with the heavy reliance on food imports, it makes Namibia vulnerable to high food prices. The NDP5 seeks to help eliminate hunger, food insecurity and malnutrition. Production for cereals, horticulture and livestock shall be increased. The desired outcomes are established as: By 2022, the proportion of food insecure individuals will be dropped from 25% in 2016 to 12% and food production increased by 30% cumulatively over the NDP5 period. Other targets include: Decrease food insecure individuals from 25% to 12% by 2022; Stunting in children reduced from 24.1% in 2013 to 12% by 2022; National food storage capacity increased from 22.900 mt to 39400 mt; etc.
The NDP5 seeks to make agriculture, forestry and fisheries more productive and sustainable through strategies such as: ensure sustainable fishery management; Strengthen environmental protection; Promote environmentally sound investments and production systems; Strengthen sustainable land management; safeguard ecosystems, species and genetic diversity; Enhance value addition and the sustainable utilization of biodiversity.
Namibia is faced with the challenge of high levels of poverty and inequality. The NDP5 seeks to reduce poverty. The desired outcome for economic integration of marginalized communities is: By 2022, marginalized communities are integrated into mainstream economy. The strategies proposed include: Improve education and training of the marglnalized communities; Ensure sustainable livelihood tor the marginalized communities; Provide Financial &. Resource Management training; etc. In addition, the investment by all stakeholders will be strategically directed to activities that stimulate economic growth, employment creation and poverty reduction. The goal for the pillar of Social Transformation is to build capable and healthy human resources and the expected outcome is improvement in Human Development Index. For social protection, the strategies include: strengthen social safety; Strengthen social protection system; Improve the coordination of sectoral Initiatives; etc. The desired outcome is: By 2022, the proportion of severely poor individuals has dropped from 11% in 2016 to 5%.
The NDP5 promotes to enable more inclusive and efficient agricultural and food systems. The following strategies are proposed: Develop agro-processlng Industries by utlllzlng local produce and regional value chains; Increase smallholder or communal farmers productivity; Enhance animal health and production; Promote the planting of drought resistance varieties; expand market access for fisheries; Incentivize fish import tor sustainable value addition; Increase value addit ion and investments in on-shore processes; Promote investment in mariculture; etc. For fisheries, desired outcomes are proposed: By 2022, Namibia to be the key fisheries and processing hub in the south West Atlantic ocean through increasing the volume of fish handled, canned or processed in Walvis Bay cumulatively by 40%.
The NDP5 seeks to enhance preparedness for effective response, recovery and reconstruction through capacity building in disaster preparedness, response, recovery & reconstruction and establishment of a central and regional emergency preparedness operation in addition to a dedicated authority to oversee the Early Warning Systems and conduct risk assessments. NDP5 proposes to enhance disaster risk governance and increase the understanding of and investment in disaster risk reduction in all its dimensions.
