Abstract
The Namibia's Aquaculture Strategic Plan is a national cross sectoral Plan of Namibia for the period 2004-2009. The Plan represents the foundation for addressing the complex, multifaceted issues associated with aquaculture and removing unnecessary impediments to the aquaculture industry.
Its purpose is to chart a course for identifying key issues and solving problems in a cooperative and comprehensive manner, to assist in facilitating the process to establish a vibrant and profitable aquaculture industry. To this aim, it contains short and long term recommended actions, developed from the consultations held by the Government with industry and other line Ministries and concerning the regulatory framework, the economic development and marketing, the environmental matters, the aquaculture education and training, the research and development, the aquatic animal health certification and quarantine inspection, the food safety and quality assurance of aquaculture products.
The Plan is developed to provide guidance on the regulatory framework, on usiness climate, on public acceptability, and on strategies to ensure training, research, marketing and infrastructure development. It explains where we are now and where we are going with aquaculture in Namibia. It is the tool that is needed to form a framework to support aquacultural activity, both private and public, and to encourage the growth of this industry during a critical stage of development.
The Strategic Plan represents the foundation for addressing the complex, multifaceted issues associated with aquaculture and removing impediments to the aquaculture industry. The Strategic Plan and its implementation will be reviewed regularly. Its Annex 1 lists the Institutions that would possibly fund Aquaculture Projects in Namibia.
