Abstract
The National Sustainable Tourism Growth and Investment Promotion Strategy 2016-2026 outlines a comprehensive plan to enhance the country's tourism sector. The Strategy aims to position Namibia as the most competitive tourism destination in Africa by fostering public and private sector cooperation. It emphasizes the importance of tourism in contributing to Namibia's Gross Domestic Product (GDP), job creation, and foreign exchange earnings. The Strategy is divided into two main parts: the Investment Strategy and the Growth Strategy. The Investment Strategy focuses on creating an enabling framework for private sector investment, emphasizing the government's role in facilitating and regulating wealth creation. It highlights the need for a collaborative approach involving all parts of the Namibian government to ensure effective tourism development. The Growth Strategy sets out strategic objectives to increase tourism arrivals, diversify and develop competitive tourism products, support economic empowerment and transformation, enhance institutional capacity, and ensure sector profitability. It identifies key investment focus areas, including attracting more tourists, developing diversified tourism products, supporting communal conservancies, and improving institutional capacity. The Strategy also addresses barriers to tourism investment, such as access to capital, land use constraints, human resources, and seasonality. It proposes various interventions to overcome these barriers, including legislative improvements, marketing strategies, product development, and regional tourism development plans.
