Abstract
These Regulations implement provisions of the Namibian Ports Authority Act with respect to, among other things, authorization and control of activities in port areas, port procedures for vessels, licensing of small and pleasure crafts (also small boats used for fishing), environmental protection and safety, and port operations. Port activities as specified require a licence of the Namibian Ports Authority (Namport). No person shall fish within a port, except with a written permission of Namport. An application for a small craft licence shall only be considered by Namport if the owner, master or duly appointed agent furnishes Namport with a current fishing licence or proof of any other approved activity. Except where specified in these Regulations, the handling of dangerous cargoes shall be in accordance with the rules laid down in the International Maritime Dangerous Goods Code (IMDG Code).
