Abstract
These Regulations, surviving under section 23 of the Plant Quarantine Act of 2008, concern consignment of plants from specified countries. Such consignments shall be accompanied by a certificate in the form “A” contained in the Schedule to these Regulations, duly completed and signed by an official of the Government of such country whose duties include the inspection of plants for export. Upon arrival in the port of entry of a certified consignment, the Chief Agricultural Officer may, upon application to him by the consignee, issue a certificate in the form “B”, and until such certificate has been issued, the consignment shall not be released at that port of entry.

The Regulations governing Importation of Plants from Oversea were originally made in terms of section 24 of the Agricultural Pests Ordinance 11 of 1927, which was repealed by the Plant Quarantine Act 7 of 2008. Pursuant to section 23(2) of the Plant Quarantine Act 7 of 2008, the Regulations governing Importation of Plants from Oversea are deemed to have been made under that Act. The word “Oversea” in the title of the regulations should be “Overseas”.
